PITTSBURGH, PA (March 25, 2008) — Emerson Process Management announced today that it has been selected to install its PlantWeb® digital plant architecture with the Ovation® expert control system at Dallman Power Station Unit 4. This new 200-MW, coal-fired plant will be operated by City Water, Light and Power (CWLP), the largest municipal utility in Illinois.
The new unit, which is being built adjacent to the existing three-unit Dallman Power Station, will replace 76 MW of electricity previously generated by CWLP’s two Lakeside Station turbine generators. According to CWLP, when completed in 2010, Dallman Unit 4 will be one of the cleanest coal-fired generating units in the nation, employing low NOx burners for the boiler, a selective catalytic reduction (SCR) system for additional NOx removal, powder activated carbon injection for mercury removal, a fabric filter baghouse for fine particulate removal, a wet flue gas desulphurization (FGD) unit for SO2 removal, and a wet electrostatic precipitator to remove acid mist and ultra-fine particulate from the flue gas.
Emerson’s Ovation control system will monitor and control the new unit’s Foster Wheeler pulverized coal-fired boiler, as well as the burner management system, bottom ash handling, combustion control system, coal handling system, FGD and SCR. The Ovation system, designed to meet the specific challenges of the power generation industry, will also interface to the unit’s Toshiba turbine controls. In all, Ovation will manage 2,500 hard I/O points and 2,500 soft I/O points. The project will be engineered and installed by the Power & Water Solutions division of Emerson.
"Dallman Unit 4 is being designed and built with efficiency and environmental stewardship in mind,” said Brian Fitzgerald, CWLP’s project manager, pointing out that when completed, the new unit is expected to cost approximately 20 percent less to operate per megawatt-hour than the most efficient of the three existing Dallman units. “Emerson’s integrated digital automation system is a comprehensive solution that will not only contribute to improved operational efficiency and reduced costs, but will also support our utility-wide commitment to protecting the environment.”
Emerson’s PlantWeb digital automation solution utilizes high-speed communications networks, intelligent field devices and bus I/O technologies to help power producers reduce installation and startup costs, control critical plant processes, increase plant efficiencies and megawatt production, and realize long-term operations and maintenance savings.
Emerson will supply six redundant Ovation controllers, seven dual-monitor operator stations, one historian and AMS™ Suite: Intelligent Device Manager asset management software. For new plant construction, AMS Device Manager streamlines device configuration and commissioning for more efficient plant startup. AMS Device Manager also provides online access to instrument and valve process information, predictive diagnostic information, and automatic documentation of field device maintenance information – all contributing to ongoing efficiency of plant operations and maintenance activities.

According to Yeager, since 2006 the company has been selected to install its PlantWeb® digital plant architecture with the Ovation® expert control system at 13 new coal-fired power plants in North America, all slated to go into commercial operation within the next five years. Emerson control systems are already installed in plants representing roughly 300,000 MW of generating capacity in the United States.
